The 2008 plan of pollution inspection and control and prevention of rivers & ocean pollution in Changhua County

The realization of this plan helps in the verification of waste water treatment and discharge on the industrial water pollution sources within the County, and the gathering of evidences to pollution in rivers in seriously polluted areas, to smooth the way for the promotion and execution of the planning on regional drain and river remediation. From the entering into execution under contract on Nov. 20, 2008 till May 19, 2009, the tasks in the Plan have all been 100% completed with the cooperation between the Environmental Protection Bureau of Changhua County and Main-Link Engineering Consultants, Inc. The executive results of each of the tasks are described as follows. 1. Method of total quantity control of heavy metal pollution in Dong-xi-2nd and 3rd ditches (1) Checking and verification of non-controlled businesses in Changhua City and Hemei Town to extend the control With the execution until May 19, 2009, all 285 corporations, of which 192 are in Changhua City and 93 in Hemei Town, as shown in Table 3.1.2-1 and Fig. 3.1.2-1, have been completed with checking and verification. The checking results indicate that 234 firms are suspended or discontinued, one was relocated, 50 are in operation but not defined or categorized as relevant business, and seven are both in operation and defined or categorized as relevant business; verification results are as shown in Table 3.1.2-2 and Fig. 3.1.2-2. Of the 234 firms in suspension or discontinuation, the sites are mostly changed to the use of residence or store; none of the sites of the 50 firms in operation but not defined or categorized as relevant business come with waste water from their operational environment and processes, as such none of these firms are defined as water polluting business, with photos taken at their operational environments for future reference. (2) There are about 50 electroplating and metal surface treatment firms in the region of Dong-xi-2nd and 3rd ditches. The original waste water and water discharged from the sedimentation pools of these firms were tested once to analyze the composition and concentration of the heavy-metal contents and to evaluate their efficiencies in treatment as well as to compare for the reasonability of pollution by discharge, whereby to set out the strategy of inspection and control by grading them. The checking results indicate that of 50 times of inspection, five firms were found with reasonable emission compared to the permitted level, and one with unit product emission unable to be compared, with the rest of the firms will be subject to enhanced follow-up inspection. Theoretically and statistically, chemical coagulation has an average elimination rate of COD at about 48-67% and the efficiency in treatment of about 60%. When using such data as criteria, there are 13 firms inspected falling in the range; with eight firms under the average of efficiency level in treatment removed, empirically there are five to be determined as reasonable. (3) Assessment in the issues of treatment of sewer system or allotment of allotment of electroplating industry quarter within Changhua Coastal Industrial Zone The results of the lately outsourced feasibility assessment of waste water treatment by wastewater treatment plant in Changhua Coastal Industrial Zone can be explicated in three parts, namely, the volume of waste water, the area available for plant in the special quarter, and the factory’s willingness. Summarizing the analyses in these aspects, we recommend that the Environmental Protection Bureau, in subsequent counseling and evaluation, prioritize the factories with willingness to relocate in the list of counseling and have those with larger volume of water discharge and more recorded violations of Water Pollution Act or significant violation of regulations in the list of counseling; the key points of counseling can be targeted at the explanation on relocation process for the firms and the long-term benefits. 2. Project of reduction of pollution by waste water from pig farming in old Jhuoshuei River According to the statistics as of May 19, 2009, both the inspection in the actual operation at 40 farms and the diagnosis, improvement and counsel on 40 farms have been completed. It is known that these farms have improved in all legal defects, operational maintenance defects and defects of unknown pipeline. Of which improvements, the improvement on unknown pipeline was best, as good as 92.8% achieved; next to it was the improvement on legal defects, with 90.9% improved, while operational maintenance defects were improved by only 30%. The legal defects and those of unknown pipeline all involve violation of laws; in diagnosis and improvement, the farms who have not completed the improvement on legal defects and those of unknown pipeline have been given advice and counseling for improvement; in respect of operational maintenance defects, a multiple of farms still showed unsatisfactory quality of discharged water from sedimentation pool, so repeated counsel and advice specifically on operational maintenance defects have been given on the spot. 3. Investigation and removal of underground pipes and unknown pipelines The Project carries out the investigation and disposal of underground pipes and unknown pipelines, in which the interior and exterior surroundings, process areas and wastewater treatment units and pipelines at suspiciously polluting factories have been inspected, with suspicious pipelines and outlets checked using scientific instruments. To date, the execution has uncovered a total of 17 unknown pipelines from 16 factories, 16 of which pipelines have been voluntarily removed or sealed within given timeline and the remaining one was sealed under this Project after 1-week announcement without anyone claiming for it.
